Got this myself on my phone, and also it just declined to upgrade. Below's what benefited me.

Edit: this seems to be a problem that Facebook know. It's a problem with the Facebook application, and not a generalised Play Store problem.

This is what helped me at least.

  1. Settings > Apps > All > Google Play Store, Clear data and also Clear cache

  2. Settings > Applications > All > Google Play Solutions > Manage room, Clear all data and also Clear cache


It does not harmed if you restart your phone prior to you try upgrading facebook again. And also, the set up was SLOW. Just a minimum of 4-5 mins. Yet, it did job. If not attempt to uninstall it, or just wait on a fix.
