Got this myself on my phone, and also it simply declined to upgrade. Below's what helped me.

Edit: this seems to be a concern that Facebook know. It's a concern with the Facebook application, and not a generalised Play Store concern.

This is what helped me a minimum of.

  1. Settings > Applications > All > Google Play Store, Clear data and Clear cache

  2. Settings > Apps > All > Google Play Services > Manage space, Clear all information and also Clear cache


It does not hurt if you reboot your phone prior to you try upgrading facebook once more. As well as, the set up was SLOW. Just at least 4-5 mins. However, it did work. Otherwise try to uninstall it, or merely await a repair.
